Patna : This notification will supersede all the previous gudelines dated 22nd Feb 2017 ( Notification No. BSDM/Sub Mission-06/2016-135 ) in respect to Kushal Yuva Program. The new guidelines regarding the implementation of the scheme are as under :
a. The maximum eligibility age for enrollment under Kushal Yuva Program has been extended to 28 years from the previous age criteria of 25 years. Now youth having minimum 10th qualification and falling in age band 15-28 can be enrolled under the program.
b. There will be relaxation of 5 years in the upper age limit for SC/ST/Physically Handicapped/ PwD. OBC/MBC will be relaxed by 3 years. Maximum age for the relaxed candidates will be 33 years/ 31 years respectively.
c. Any candidate who is beneficiary of Kushal Yuva Yojna, can apply for Swayam Sahayta Bhatta and Student Credit Card. Availing benefit of Kushal Yuva Yojna will not restrict or put any mandatory clause to avail benefits if Self Support Allowance or Student Credit Card. But student has to choose anyone out of Student Credit Card or Self Support Allowance at a time.
d. Although its mandatory that students have passed 10th Class from schools located in Bihar but students from 69 border blocks of 15 Districts who have passed 10th from neighbouring states can be considered if they register themselves on DRCC portal. List of 69 Border areas is given in the document enclosed.
e. There will be no upper age limit for the students undergoing technical / vocational education or training from institutions located in Bihar.
In order to achieve higher employability rates, Government will establish Model Career Centers to train youth in communication skills, soft skills, basic computer course and other skill development programs.
