J&K and Ladakh to get youth skilling package by October 31

New Delhi :  The Centre is readying to announce a comprehensive plan for skilling youths in Jammu and Kashmir and Ladakh before October 31, when the two newly carved union territories will come into existence, to enhance their employability for formal jobs in sectors such as textiles, tourism, food processing, handicraft, healthcare, IT-ITeS and construction.

Some of the key measures expected to be a part of the plan include incentives for companies to employ local youths, district-wise mapping of the requirement and setting up of a heritage skill development institute to protect traditional handicraft of the region, a senior government official told ET.

Hence, the government is laying special emphasis on skilling youths following the August 5 decision to withdraw the special status granted to Jammu and Kashmir under Article 370 of the Constitution and to bifurcate the state into two union territories.

A preliminary survey has indicated that IT-ITeS, tourism and hospitality, construction, textiles, food processing, healthcare and handicraft would be the key job creators in the region.

The skill development and entrepreneurship ministry is also working on modalities to grant higher recognition of prior learning in Jammu and Kashmir, a move which will ensure that existing workers get skills certification.

KP Krishnan, secretary, skill development and entrepreneurship ministry, will hold the second round of high-level deliberations with J&K officials later this week to finalise the skilling package.

The plan includes holding job fairs in J&K that will bring leading companies from identified sectors and potential job seekers on one platform. “Companies in these areas could be incentivised to set up shop in the union territories and hire local youths,” said the official cited earlier.

A group of ministers has been asked to draw up a blueprint for the holistic development of J&K and Ladakh.
