Odisha Skill Development and Technical Education department issued norms for autonomous tag to tech colleges

Bhubaneswar, Sept 19: The skill development and technical education department has issued guidelines for professional and technical institutes to avail no objection certificate (NOC) required for autonomous status, sources said Monday.

The guidelines for examining the proposals for autonomous tag have 15 conditions. The first condition says that the institute must have completed minimum 15 years of operational existence without any break and with the approval of the All Indian Council of Technical Education (AICTE).

The institute should be under University Grant Commission (UGC), obtained ‘A’ grade from National Assessment and Accreditation Council (NAAC) or achieved NBA accreditation in three courses.

The institute should have a good track record in the field of academic performance, placement and adherence to discipline in managing the institutions for the last five years. The institute must also have at least 70 per cent pass rate and 85 per cent placement during the last three years.

As per the guidelines, self-financing professional colleges have to deposit `1 crore to the government before getting the autonomous status. The amount will be returned after six years, after examining its functioning.

The autonomy status will be provided only for six years. After that the government will examine the institute’s performances and extend the autonomy.

The concerned colleges have to submit an affidavit to the government promising it will not violate Orissa Professional Educational Institutions (regulation of admission and fixation of fee) Act 2007 and all other norms. The state government will revoke its autonomous status if the institute violates the guidelines and Act.

“If an institution satisfies all the above conditions, the government will recommend its name to UGC along with NOC for autonomous status,” an official said. At present, only one private engineering college in the state has autonomous status.
