EOI Invited for Setting up of Institute of Driving Training Research (IDTR)

Transport Department, Government of Bihar is requesting Expression of Interest EOI From NGOs, Automobile Associations, Vehicle Manufacturers’ Associations, Autonomous Bodies, Private Vehicle Manufacturers, and Industrial Training Institutes (ITI) for setting up of Institute of Driving Training & Research in Three district of Bihar under Tier – I (IDTR) of MoRTH scheme.

Project Scope:

Overall Objective: To provide scientific, National Skill Qualification Framework (NSQF)-aligned driver training and automated license testing infrastructure through a Public-Private Partnership (PPP) with Original Equipment Manufacturers (OEMs).

The project scope is divided into Eight core areas of responsibility for the designated Agency (PPP Partner):

  • Establishment and Overall Management of IDTR
    • Design, develop, and operate the institute within the timeline stipulated by the government, assuming the lead role in its establishment and management.
    • Develop robust administrative, academic, and operational systems that meet national norms for advanced driver-training institutions.
    • Sponsor the vehicles, training aggregates, and teaching aids.
    • Provide support in designing course content, curriculum, manuals, and teaching aids, while bringing in new technology and modern tools to run the institute sustainably.
    • Impart free training to the instructors on the latest vehicle technologies.
  • Provision and Development of Infrastructure
    • Provide all required training vehicles, simulators, and teaching aids essential for theoretical and practical training.
    • Bear the full cost of land development, which includes site leveling, compound walls, internal roads, internal pathways, drainage, electricity, water supply, and utility installations etc.
    • Develop modern classrooms, workshops, simulation labs, and practical training zones, equipped with safety systems like fire-fighting arrangements and CCTV surveillance.
  • Technical and Operational Support
    • Extend comprehensive technical support for setting up and running IDTR operations efficiently.
    • Introduce advanced technologies, tools, and processes to ensure the institute remains modern, sustainable, and aligned with industry advancements like electric mobility, hybrid systems, ADAS (Advanced Driver Assistance Systems), and connected vehicle platforms.
  • Deployment and Management of Human Resource
    • Deploy qualified, well-trained instructors, technical staff, and administrative personnel capable of delivering high-quality training.
    • Facilitate continuous professional development programs to upgrade instructor skills in line with evolving road-safety trends and regulatory requirements.
    • Install audit mechanisms for annual quality assurance and submit periodic progressive reports to the government.
  • Delivery of Training, Operations, and Program Management
    • Conduct structured training programs across categories, including learner driver training, refresher courses, behavior-based safety training, and heavy/commercial vehicle programs.
    • Ensure proper maintenance and upkeep of training vehicles, tracks, simulators, and infrastructure.
    • Implement fully digital systems for registration, scheduling, assessments, certification, and data management.
  • Technology Integration and Continuous Innovation
    • Take the lead in integrating high-fidelity simulators, digital learning platforms, and automated systems for scientific driver testing.
    • Ensure ongoing modernization of systems to align with OEM-level innovations, incorporating enhancements like telematics-based driver behavior assessment, EV-specific training labs, and AI-enabled driving analytics.
  • Industry Linkages and Employment Support
    • Actively facilitate employment opportunities for successfully trained and deserving drivers.
    • Build partnerships with logistics companies, transport firms, shared mobility networks, and OEM networks to provide structured career guidance, skill certifications, and placement support.
  • Sustainability, Quality Assurance, and Continuous Institutional Improvement
    • Establish strong quality assurance mechanisms to measure training effectiveness and ensure compliance with Government norms.
    • Incorporate continuous improvements in curriculum, teaching methods, digital systems, and management practices.
    • Ensure the IDTR continues to evolve as a premier center of excellence, responsive to future policy reforms, technological advancements, and shifts in the mobility ecosystem

Locations

The State Government has secured “Gairmajarua Malik” (Government-owned) land across three districts to facilitate these projects. The proposed facilities and central grant caps are as follows:

  • Project 1: Nalanda
    ➢ Facility: Institute of Driving Training & Research (IDTR)
    ➢ Land Available: 10.5 Acres (Mouza Khaira, Thana No. 371, Khata 457, Khesra 643)
  • Project 2: Banka
    ➢ Facility: Institute of Driving training & Research Center (IDTR)
    ➢ Land Available: 10.00 Acres for IDTR (Mouza Dhanwaran, Thana 201/8, Khata 15, Khesra 48)
  • Project 3: Motihari (East Champaran)
    ➢ Facility: IDTR / IDTR
    ➢ Land Available: 10 Acres (Mouza Lakhaura, Thana No. 128, Khata 594, Khesra 4095).

Eligibility Criteria & Application Mandates

  • The Applicant must be a legally registered entity under applicable State/Central laws, such as:
    • Society / Trust
    • NGO registered with appropriate authority
    • Company (Pvt Ltd / Public Ltd)
    • Autonomous Body
    • ITI / Training Institution
    • Vehicle Manufacturer / OEM / Industry Association
  • Must demonstrate financial capacity with a minimum annual turnover of ₹25
    Crore in last 03 year (FY 2022-2023, FY 2023-2024, FY 2024-2025) (for IDTR proposals).
  • Financial Capacity
    • Audited financial statements for last 3 years
    • Turnover certificate from Chartered Accountant
  • Experience: A minimum of 3 years of experience in the field of Road Safety.
  • NGO Requirement: NGOs must be registered on the NITI Aayog DARPAN Portal and quote their system-generated Unique ID in the proposal.
  • Consortium Limit: Consortiums cannot exceed three members, and no member can participate in another consortium for the same purpose.

Role & Responsibilities of the PPP Partner

The selected Automobile/Private Partner(s) will assume the lead role in establishing, developing, and managing the institutes. Key responsibilities include:

  • Infrastructure Development: Bear the full cost of land development, which includes site leveling, compound walls, internal roads, internal pathways, drainage, electricity, water supply, CCTV surveillance, and fire-fighting arrangements etc. Any expenditure exceeding the stipulated Central Grant must be borne by the private partner.
  • Technology Integration: Equip the centers with high-fidelity LMV and HMV simulators. Install Automated Driving Test Tracks (ADTT/IDTS) using RFID, sensor-based, or video-analytics systems for objective, tamper-proof testing. Incorporate modern technologies like telematics based driver behavior assessment, AI-enabled driving analytics, and EV-specific training labs.
  • Operations & Sustainability: Run the institute on a self-sustainable mode; operational expenses (OPEX) will not be provided by the Central Government.
  • Employment Support: Actively facilitate job placements for trained drivers by partnering with logistics companies, transport firms, shared mobility networks, and OEM networks.
