EOI Invited From Training Partners To Implement DDUGKY 2.0 in Odisha

Odisha Rural Development and Marketing Society (ORMAS), under the Panchayati Raj & Drinking Water Department, Government of Odisha, invites EOI proposals from agencies registered with the Ministry of Rural Development (MoRD), Government of India and possessing a valid Permanent Registration Number (PRN), for empanelment and implementation of DDUGKY 2.0 projects in the State of Odisha under Categories B, C & D, including Captive Employment Category A.

Interested agencies may submit their proposals through the DDUGKY online portal of MORD, Government of India (https://kaushal.rural.gov.in), in accordance with the DDUGKY 2.0 Operational Guidelines, Standard Operating Procedures (SOPs), and other instructions issued by MoRD from time to time.

Objective:

The objective of this Expression of Interest (EOI) is to select and empanel the capable and qualified Project Implementing Agencies (PIAs) as Captive Employer and for implementation of placement linked skill development trainings with minimum 70% Placements in the sectors/job roles which have a high potential for employment for unemployed youth across Odisha under DDUGKY 2.0 Program.

In this regard, ORMAS is seeking proposals from the interested organisations for empanelment as Captive Employer and eligible applicant PIAs with PRN issued by Ministry of Rural Development (MoRD), Gol for providing the trainings as defined in the guidelines and SOPs issued by MoRD, Gol.

Scope of Work:

The empaneled PIAs would be required to carry out the following activities within stipulated timelines duly following the standards as prescribed under DDUGKY 2.0 SOP and ORMAS from time to time.

The purpose of this EOl is to empanel the PIAs to implement the training programs in the job roles (NSQF/NQR aligned only). The implementation of training program and payment norms shall be based on the DDUGKY 2.0 guidelines notified by Ministry of Rural Development, Government of India and its subsequent notifications to be issued from time to time.

Eligibility:

Eligibility Criteria of the Captive Employment under DDU-GKY specifies that the industry must have

  • Its existence for past three year
  • Valid EPFO/ ESIC/ Factory registration number
  • Valid TIN/ TAN/ GST Number
  • Valid Bank Account linked with Aadhar/PAN
  • Minimum turnover of Rs. 25 Cr.
  • Positive Net Worth in at least Two of the last three financial year.
  • Should have training experience for minimum period of two year.
  • Should have an existing training centre as per the norms of National Skill Qualification Framework Industry specified infrastructure.
  • Provided employment to 500 or more jobs in own or subsidiary agencies/ companies, during the last three years from the date of application for a project.
  • Manpower Supplying companies are not eligible

The applicant PIA may apply for empanelment as a Captive Employer under Category “A” through the www.kaushal.rural.gov.in portal. Upon allocation of Category “A” status by the Ministry of Rural Development to the eligible PIAs, such PIAs may subsequently apply for project proposals under the Captive Employment category.
