Tamil Nadu Corporation for Development of Women (TNCDW) invites Expression of Interest EOI applications from the interested Project Implementation Agencies (PIAs) under DDUGKY 2.0 scheme to allot target of skilling of 45,000 candidates, rural poor youth for the financial year 2026-27 and 2027-28.
Out of the total target, 20% of the candidates (9,000) shall be trained under CAPTIVE EMPLOYMENT category.
Eligibility:
- Registered under Indian Trusts Act or any State Society Registration Act or any State Cooperative Societies or Multi-State Co-operative Acts or the Companies Act 2013 or the Limited Liability Partnerships Act 2008.
- SHG federations namely Cluster Level Federations / Block Level Federations.
- A Government or semi-government organization at the State and National Levels.
- An NGO that must be registered with NITI Aayog’s Darpan Portal.
- More than three years old at the time of application except DPIIT registered Start-ups.
Sourcing of Candidates for Training:
For registration of courses, the candidate should be sourced from all 4 Regions of the State-North, South, West, and Central Tamil Nadu and at least 10% of the candidates should be mobilized from each Region.
North: Kanchipuram, Tiruvallur, Cuddalore, Villupuram, Vellore, Ranipet, Thirupattur, Tiruvannamalai, Kallakurichi and Chengalpattu.
South: Madurai, Dindigul, Ramanathapuram, Sivagangai, Theni, Virudhunagar, Tuticorin, Tirunelveli, Kanyakumari and Tenkasi.
West: Coimbatore, Tirupur, Salem, The Nilgiris, Erode, Dharmapuri, Krishnagiri and Namakkal.
Central: Thanjavur, Tiruchirappalli, Perambalur, Ariyalur, Karur, Nagapattinam, Tiruvarur, Pudukkottai and Mayiladuthurai.

General Instructions to the Applicant PIAs:
- If the PIA has prior experience in DDU-GKY projects, it should have a proven track record in the implementation of DDU-GKY 1.0/Additional Target projects.
- The agency must install IP enabled CCTV cameras as per the specifications given by the TNSRLM for centralized monitoring of training centers.
- Other sectors and trades not listed above may also be considered, subject to appropriate justification.
- Failure to comply with the requirements of this EOI may render the proposals non- compliant and may be rejected.
- Proposals must Include all documentation specified in this document (as applicable).
- Follow the format, specified in the DDU-GKY on line proposal.
- Comply with all requirements as set out in online proposal.
- Expression of Interest, DDU-GKY 2.0 Guidelines and Proposal Appraisal Notification No 20/2017 of MoRD, GoI can be downloaded from TNCDW website (www.tncdw.org)
- The proposals shall be submitted within the timelines prescribed. Any extension in proposal submission date may be communicated through an official corrigendum on the TNCDW website (www.tncdw.org)
- TNCDW will not be responsible for any costs or expenses incurred by firm in connection with the preparation or delivery of proposals.
- The proposals of only those applicant PIAs who fulfill the terms & conditions of this EOI will be considered for evaluation. The proposal will undergo evaluation as defined in Notification No 20/2017 and the proposals not having specified valid documents will be rejected.
- If any of the documents furnished by the applicant PIAs are found to be false/ fabricated/ bogus, such applicants are liable for blacklisting and will face necessary legal actions as per the rules in vogue.
- The proposals submitted by fax/e-mail etc. shall not be considered. No correspondence will be entertained on this matter.
- TNCDW reserves the right to modify and amend any of the above stipulated conditions/criterion depending upon project priorities and any exigencies.
- Empanelment with TNCDW does not guarantee any form of income/ award of work/allocation of target/retainer fee, etc.
The applicant PIA shall not assign or sublet any part of their work without obtaining permission in written form from TNCDW.
