The Secretary, Youth, Employment and Skill Development Department, Govt. of Bihar-cum-CEO, Bihar Skill Development Mission (BSDM), invites RFP proposals under the Two Bid System from reputed and experienced academic/research institutions to prepare the Bihar Employment Report.

Background and Rationale

Bihar is characterized by a young and rapidly expanding workforce, with nearly 29 percent of its population in the 15–29 age group. This demographic structure presents a significant opportunity for accelerating economic growth and advancing inclusive development. However, this potential remains under-utilized due to persistent structural challenges in the labour market. A substantial proportion of the workforce continues to be engaged in agriculture and other informal activities, where productivity levels remain low and income security is limited.

At the same time, the pace of formal job creation has not kept pace with the expanding labour supply, resulting in limited absorption of the workforce into stable and productive employment.

Despite sustained economic growth in recent years, Bihar continues to face structural constraints, including low per capita income, dependence on low-productivity sectors, and rising unemployment, particularly among educated youth. Gender disparities in labour force participation remain significant. Further, large-scale outmigration reflects limited employment opportunities within the State. Existing data sources such as PLFS, ASI, and other datasets provide macro-level insights but do not adequately capture district-level variations, sector specific employment dynamics, and skill mismatches. There is a need for an integrated analytical framework combining labour market trends, skills, and workforce aspirations to inform policy decisions.

In this context, the Youth, Employment and Skill Development Department Bihar, Government of Bihar, proposes to undertake the Bihar Employment Report (BER) 2026–27 as a comprehensive, evidence-based, and policy-oriented assessment of the State’s labour market.

Objective:

The primary objective of the assignment is to develop the Bihar Employment Report (BER) 2026–27 as a comprehensive, analytical, and policy-oriented document that captures the structure, dynamics, and future trajectory of employment in Bihar.

  • The specific objectives of the study are as follows:
    • To undertake a detailed assessment of the employment and unemployment scenario, including labour force participation, workforce composition, and underemployment across demographic groups
    • To analyse sector-wise employment trends across agriculture, industry, and services, including structural shifts and productivity differentials
    • To examine the nature and quality of employment, including levels of informality, wage conditions, job security, and access to social protection
    • To estimate current and future skill gaps by analysing the alignment between workforce capabilities and industry demand across sectors and geographies
    • To map aspirations of youth and workforce, including employment preferences, expected wages, migration behaviour, and training needs
    • To analyse patterns of migration, including drivers, destination sectors, and implications for local labour markets and livelihoods
    • To identify emerging sectors, future job roles, and evolving skill requirements in the context of economic transformation
    • To assess regional and district-level disparities in employment outcomes and identify priority areas for intervention
    • To provide evidence-based, contextual, and time-bound policy recommendations to improve employment generation, skill alignment, and labour market outcomes.

Eligibility Criteria:

  • A bidder should be an academic/research institution with considerable experience in carrying out socio-economic research/study, and should be at least 10 years old entity, registered under Government Statutory Act.
  • The Bidder should have undertaken at least three (3) projects of socio-economic studies/research.
  • The Applicant Organization must have a minimum Average Annual Turnover of at least INR 100 Lakh in the three financial years i.e. FY 2022-23, 23-24 & 24-25.

Document Fee and Tender Processing Fee:

All Applicants must pay a non-refundable Document Fee of Rs. 5,000/- (Rupees Five Thousand only) and Tender Processing Fee of Rs. 590.00 (Five Hundred Ninety only) through e-payment mode (i.e., NEFT/ RTGS/ Credit Card/ Debit Card) on E-Proc Portal.

Earnest Money Deposit (EMD):

An EMD of Rs. 200,000/- (Rupees Two Lac) shall be paid through e-payment mode only on E-Proc Portal prior to the last date/time for submission/ uploading of the Bid, failing which the bid shall be rejected. The EMD shall be non-interest bearing and refundable. If the selected bidder fails to submit the requisite performance security or to execute the agreement, this EMD will be forfeited.

Scope of Work:

  • Overview:
    • The Youth, Employment and Skill Development Department Bihar intend to engage a qualified academic/research institution (“Service Provider”) for preparation of the Bihar Employment Report (BER) 2026–27.
    • The assignment will involve a combination of secondary data analysis, primary research, stakeholder consultations, and advanced analytical techniques to provide a comprehensive and disaggregated understanding of the labour market.
    • The Service Provider shall adopt a multidisciplinary approach integrating economic analysis, labour market diagnostics, skill ecosystem assessment, and policy evaluation.

    14. Data Management and Project Coordination
    15. All final reports and key deliverables shall be submitted in both English and Hindi.
  • Service Level and Quality Assurance
    • All outputs shall be subject to review and approval by the Department.
    • The Service Provider shall incorporate feedback and submit revised deliverables within stipulated timelines.
    • The Department reserves the right to reject deliverables not meeting required standards.
    • All outputs must be evidence-based, analytically sound, and aligned with policy requirements.
  • Team Composition and Key Experts
    • The Service Provider shall deploy a multidisciplinary team of qualified professionals with demonstrated expertise in labour market analysis, economics, statistics, public policy, and socio-economic research. The team should have prior experience in conducting large-scale studies involving employment, skills, livelihoods, and policy advisory, preferably at the national or state level. The proposed team shall ensure a balance of technical expertise, field experience, and analytical capability to deliver high-quality outputs within the stipulated timelines.
